Doug Lavey focuses on transportation law, with an emphasis on laws and regulations affecting autonomous vehicles (AV) and electric vehicles and equipment. Doug has experience working with a range of clients, from Fortune 50 companies to startups, operating across multiple industries within the transportation sector, among them automobile manufacturers, automotive equipment manufacturers, and trucking and rail shipping companies, as well as next-generation transportation companies working in the AV and uncrewed aircraft systems (UAS) space.

Doug routinely represents companies in matters before the National Highway Traffic Safety Administration (NHTSA), including regulatory issues, risks, and strategies, as well as regulatory reporting and investigations, compliance, recalls, and enforcement matters. Doug also advises clients in rule-making proceedings involving the Federal Motor Vehicle Safety Standards, Part 107 and Part 135. He regularly advises clients on transportation and environmental issues in corporate and finance transactions.

Prior to joining DLA, Doug worked on transportation policy matters at the federal, state, and local levels, including advising agencies on how to effectively incorporate new modes of transportation, such as AVs, UAS, and electric scooters, into their transportation systems as well as how to manage and utilize mobility data.
