Peter Shroyer primarily advises clients on regulatory compliance, licensing, and transactional matters before the Federal Communications Commission (FCC) and various state regulating bodies. Peter's practice covers a wide range of issues across the communications and technology sectors, but in particular he has represented clients on mergers and acquisitions, license transfers and assignments, spectrum acquisitions, and enforcement matters before the FCC. Peter also has extensive experience with commercial transactions and has drafted a variety of commercial agreements involving the provision of telecommunications services. More recently, Peter assisted a major international telco effectuate a spin off and sale of its communications infrastructure assets. Peter also took a leading role in undertaking an audit of existing contracts for a major international telco and led trainings for the telco's counsel on contracting best practices.
Peter has also assisted clients perform regulatory due diligence for transactions involving the transfer of telecommunications licenses, as well as advised them on obtaining the required federal and state approvals to effectuate the transfer of such licenses. He recently assisted a client in obtaining regulatory approval for a transaction in over 30 states.
Peter joined DLA Piper after two and a half years at the FCC. Peter joined the FCC as part of its Attorney Honors Program and spent time in the Public Safety and Homeland Security Bureau (PSHSB) and the Wireline Competition Bureau (WCB).
In PSHSB, Peter's primary practice areas involved cybersecurity and privacy. In particular, Peter worked on matters involving data security and data breaches, network security risk management, and implementation of the NIST Cybersecurity Framework. Peter also served as FCC liaison for the Communications Security, Reliability and Interoperability Council (CSRIC) V's Wi-Fi Security Working Group. In addition to these matters, Peter also worked on network outage reporting, the Emergency Alert System, and submarine cable outage reporting.
In WCB, Peter worked primarily on matters related to telecommunications access policy. In this capacity, his work involved the administration of the Universal Service Fund's E-rate program, focusing on fiber and competitive bidding requirements.
Peter has been recognized as a Rising Star in Telecoms and Broadcast by The Legal 500 four times. In recognizing Peter, the publication noted that "associate Peter Shroyer comes highly recommended."
