Cait O'Reilly is an Associate in DLA Piper's Finance Projects and Restructuring Group.

Cait regularly assists in advising procuring authorities, lenders and private sector parties under PPP, DBFMO, PFI and other energy and infrastructure projects. Cait’s experience involves advising on both new market leading projects (in the UK, Europe and the Middle East) and operational issues on existing infrastructure projects. 

Cait has experience across a wide range of sectors such as transport, social infrastructure, nuclear and energy (including renewable energy and energy efficiency projects).

EXPERIENCE

  • Advising the Welsh Government in relation to its procurement of the GBP500m A465 Roads PPP Project to build, finance, operate and maintain a dual carriageway on Sections 5 and 6 of the A465 (Heads of the Valleys). The pathfinder project included the development of the MIM procurement model, and is the first Roads PPP project to be procured and completed by the Welsh Ministers.
  • Advising a group of six lenders on the financing of the NOK11.4bn (approx. EUR960m) E10/rv.85 road project in Norway.
  • Advising the Omani Government in relation to the PPP procurement of a truck road between Salalah and Thumrait.
  • Advising Scottish Gas Network in relation to two projects to design, develop and operate biomethane gas-to-grid plants at two of Yorkshire Water’s wastewater treatment facilities.
  • Advising a bidder in relation to three projects for the long term operation and maintenance of sewage treatment plants in Saudi Arabia.
  • Advising Biffa in relation to the landmark Deposit Return Scheme in Scotland, the first scheme of its kind to close in the United Kingdom.
  • Advising a number of major UK hospital PFIs in relation to high value capital and operational variations, contractual interpretation, arrangements and consents in the finance documents, including Central Manchester Hospital PFI, Queen Elizabeth Hospital PFI (Birmingham), Leeds Hospital Oncology PFI and Tameside General Hospital PFI.

Additional Information

Cait regularly participates in a variety of pro-bono and community engagement initiatives at DLA Piper:

  • Cait provided urgent advice to people at risk in Afghanistan following US and UK withdrawal.
  • Cait has worked with Kids In Need of Defence UK, who support undocumented children in the UK, to make a successful British citizenship application.
  • Cait has also completed SPEAK Ambassador training, for the support of the mental wellbeing of colleagues.
