Eric has specialized in Federal Communications Commission (FCC) wireless regulation for over 30 years.  Eric’s practice spans the full gamut of mobile wireless and telecommunications regulatory issues, including spectrum allocation, development of service rules, auction theory, initial licensing, secondary market transactions, and compliance.

EXPERIENCE

Eric’s representative experience includes:

  • Working on virtually all of the major spectrum allocations for mobile broadband and related services, including extensive technical involvement in spectrum co-existence, interservice compatibility, and incumbent relocation frameworks involving fixed, private, broadcast, satellite and unlicensed spectrum;
  • Developing service rules for mobile services, including spectrum aggregation matters, analysis of auction systems for initial licensing, construction and service benchmarks, and other technical regulations;
  • Preparing and prosecuting applications for auctions and secondary market transactions, including merger matters involving complex competitive issues;
  • Extensive experience with data analytics related to FCC databases, including assisting multiple carriers with respect to the development, maintenance, and improvement of internal license tracking databases; and,
  • Developing tactical advice, and implementation of strategies, for alternative spectrum use through waiver and rulemaking proceedings.
