Raymond Navarro advises space, satellite, and telecommunications companies on regulatory and compliance issues before telecommunications regulators, including the Federal Communications Commission (FCC) and numerous telecommunications authorities in Latin America.
Raymond has experience in space, satellite, and wireless matters for domestic and international companies, including areas such as 5G, satellite licensing and compliance, and mobile wireless spectrum. His work encompasses, among others, preparing applications for space and earth stations, assessing equipment certification and importation requirements for satellite earth stations, advising on emerging developments in space sustainability, and coordinating market access across multiple jurisdictions.
Prior to joining DLA Piper, Raymond served as an associate corporate counsel to a Fortune 200 company on mobile wireless FCC regulatory matters, particularly Public Safety and Emergency 9-1-1 Communications, including network outage reporting and traceback requests requirements. Additionally, he also has experience in transactional matters in Latin America and Puerto Rico, including debt restructuring, Capital Markets, Initial Public Offerings, and SEC filings. Raymond's telecommunications experience also includes internships with a satellite operator and the FCC International Bureau – Satellite Division.
