Specialized in public business law, Ruxandra Lazar advises and litigates on the development of projects and transactions involving aspects of public law or regulated sectors.

She has extensive sectoral expertise in a range of areas, including energy, natural resources, telecommunications, defense, infrastructure, healthcare, and transport.

Her fields of practice are varied, ranging from general administrative law to constitutional and European law, including public procurement, sectoral regulations, privatizations, specific rules applicable to public companies and entities, and public finance.

Ruxandra Lazar has considerable experience of high-level litigation before the administrative courts, the dispute resolution bodies of independent administrative authorities, the Constitutional Council, and the European courts (Court of Justice of the European Union and European Court of Human Rights).

 

EXPERIENCE

  • Advising Lithium de France, a specialist in geothermal energy and the production of low-carbon lithium, on a strategic partnership with the Renault Group to produce batteries for electric vehicles.
  • Legal advice to the French Association of Geothermal Professionals (AFPG) on the reform of the legislative and regulatory framework applicable to geothermal activities.
  • Legal counsel to the Republic of Burundi on its mining projects.
  • Legal counsel to AVZ Minerals on the Manono lithium project in the Democratic Republic of Congo, one of the world's largest lithium deposits, including advice on arbitration proceedings under the auspices of the International Centre for Settlement of Investment Disputes (ICSID).
  • Advising Vodacom RDC on the implementation of a new legal and regulatory framework for the telecommunications sector in the Democratic Republic of Congo.
  • Legal counsel to a manufacturer in connection with the negotiation of a public procurement contract for the supply of services to the French Ministry of Defence.
  • Advising compagnies in connection with their activities governed by the French mining code and litigation relating to exclusive research permits and concessions.*
  • Counsel to a gas company in dispute resolution proceedings before the Dispute Resolution and Sanctions Committee of the Commission de” Régulation de l'Energie (CRE).*
  • Counsel to Orsted (formerly DONG Energy) in connection with the award and development of France's first three offshore wind turbine projects.*
