Kieran focuses his practice on counseling clients on the increasingly complex and fragmented data privacy landscape. Kieran has assisted startups to Fortune 10 multinationals with all aspects of data privacy, from multi-jurisdiction compliance gap assessments to complex multi-jurisdictional DPA negotiations, M&A diligence, AI data processing, cross-border data transfer compliance, and the increasingly litigious area of AdTech privacy.

Kieran holds three certifications from the International Association of Privacy Professionals (IAPP) – Certified Information Privacy Manager (CIPM), and both Certified Information Privacy Professional EU and US (CIPP/E & CIPP/US). He is also a Fellow of Information Privacy with the IAPP. Kieran has advised clients on privacy law in numerous industry sectors including pharma, news and media publishing, gaming, financial services, ad-tech, blockchain, retail, multifamily housing PaaS and SaaS providers, wearable health and medical devices, social media, and IoT. He has worked with many of these clients to drive and manage initial privacy gap analyses to identify areas of opportunity to improve compliance efforts within the entity's privacy program – these include CCPA (and other comprehensive US state privacy laws), FERPA (and state equivalents), biometric privacy laws, TCPA, GDPR, HIPAA, GLBA, and leading privacy frameworks such as NIST Privacy Framework, GAPP, and ISO standards.

Kieran's practice also involves privacy remediation efforts, including advising clients on implementing overarching data governance programs, utilizing PETs such as the OneTrust platform (for which Kieran holds multiple module-specific certifications) and other privacy enhancing technologies to manage privacy and data governance.

Kieran has also assisted clients with independent audits following FTC consent orders.

Additionally, Kieran has experience providing broad corporate governance, contract drafting and negotiation, and IP support to small and mid-size entities, including non-profit formation and rehabilitation, and trademark prosecution and licensing.

Kieran brings an international viewpoint to his practice, having grown up and attended undergraduate in Ireland and New Zealand, law school in the US and Singapore, and having worked in London and Sydney.

  • Representation of a public multinational technology and industrial manufacturing company in a complex global cybersecurity incident
  • Privacy diligence specialist advising on numerous multi-national M&A transactions requiring centralized coordination of local privacy counsel efforts, advice on cross-border data transfers, and mitigating cybersecurity risk
  • Lead DPA (privacy) drafting and negotiation efforts in a high-stakes multi-year engagement for one of the largest apparel manufacturers in the world
  • Co-lead global privacy policy and AdTech transformation projects for leading pharmaceutical companies
  • Supported privacy related (CIPA/wiretapping) class action and regulatory defense strategy, including development of remediation strategies and investigatory frameworks

Pro Bono

Prior to joining DLA Piper, Kieran worked as a privacy Associate at a West Coast AmLaw 50 firm, as a data privacy consultant at a multi-national tech consultancy, and as an outside counsel generalist at two boutique San Diego law firms specializing in IP, corporate formation and governance, and non-profit law.
