Matt Botwin provides strategic advice for global satellite and telecommunications companies.
As Director, Global Satellite Government Affairs with SpaceX for six years, Matt led the market access team for the Starlink project. He led teams within SpaceX obtaining licensing, landing rights and spectrum rights for the Starlink service in markets throughout Europe, Africa, Asia and the Americas. Prior to SpaceX, Matt ran a consulting practice for more than 10 years in the satellite and telecom industry called the Regent Square Group which he sold in 2017. With RSG, Matt advised telecom and satellite companies on market entry and spectrum strategy. His clients included SpaceX, Intelsat, Inmarsat, ViaSat, Eutelsat as well as the governments of several Asian and Middle Eastern countries. Before RSG, Matt was Senior Manager, International Regulatory Affairs at PanAmSat, (now Intelsat). His experience ranges from directing licensing of spectrum and service authorizations for satellite broadband and ESIM operators, to advocating for changes to the ITU Radio Regulations and within national telecom policies. Matt has substantial experience developing and negotiating a full range of commercial and governmental agreements between satellite service providers, equipment manufacturers, infrastructure providers, governments, enterprises, and consumers. As a subject matter expert, he also leads regulatory and commercial due diligence efforts supporting domestic and multi-national transactions, and he negotiates and implements all manner of licenses and authorization agreements associated with such transactions. Matt has created changes to telecom, spectrum and satellite regulation in dozens of countries throughout the world.
