Andi Zrza is a litigator with a focus on economic public law. He advises and represents public entities and private sector clients in complex (EU) public procurement disputes, large-scale Public-Private Partnerships (PPPs), concessions, and DBFM projects. Andi has also earned a strong reputation in high-stakes construction disputes, acting for both contractors and project developers.

Andi holds an additional Master’s degree in General Management from Vlerick Business School, the number one ranked institution for management in the Benelux.   • Solid expertise in conducting suspension proceedings in cases of extreme urgency ("UDN proceedings") in public procurement disputes before both the Council of State and civil courts, representing both contracting authorities and economic operators.
  • Advising a leading Belgian utility company on its EUR2bn Fiber-To-The-Home (FTTH) project. Provided strategic guidance on procurement, competitive bidding, and key agreements, including representation before the Belgian Competition Authority, the European Commission, and administrative and judicial bodies in response to challenges from competing telecom providers.
  • Advising a global pharmaceutical company in joint procurement proceedings organised by the European Commission for the distribution of COVID-19 vaccines to EU Member States during the pandemic.
  • Advising a national postal operator on a wide range of public law matters and disputes, including a complex cross-jurisdictional compliance project involving the legal assessment of over 60 subsidiaries worldwide. This high-profile engagement included regular consultations with executive leadership to ensure alignment and effective resolution.
  • Advising a leading energy company in a high-profile tender process for the Belgian State, which involves the management and commercialization of energy production from nuclear units Doel 4 and Tihange 3. Provided strategic legal support on public procurement requirements, regulatory compliance, and coordination with multiple stakeholders.
  • Representing contractors in a high-stakes construction dispute concerning a EUR50m redevelopment project. Advocated successfully in civil court to protect the contractors’ interests and enforce contractual obligations.
  • Advising a federal audit agency in a highly sensitive and widely publicised case involving procurement integrity violations. Provided legal guidance in drafting and stress-testing an audit report for Parliament and supported communications with the public prosecutor and parliamentary commission.
  • Providing guidance and legal support to VRT, the public broadcaster of the Flemish Community in Belgium, in the EUR140m New Building Project for its new headquarters in Brussels. Assisted with the procurement procedure, contract drafting, and negotiations with participants, and successfully secured a victory in UDN proceedings before the Council of State.
  • Successfully representing a consortium of four construction companies in contesting an award decision for a EUR180m project, achieving a favourable judgment from the Council of State.
  • Representing a Belgian transportation company in challenging a major award decision in one of Belgium’s largest public transport tenders. Conducted proceedings before the Council of State, advised on a competition complaint regarding predatory pricing and abuse of dominance, and assisted with submissions under the EU Foreign Subsidies Regulation to the European Commission.
  • Advising an investment company of the Flemish government on claims arising from consortium agreements in large-scale public procurement projects. Provided strategic guidance on precontractual obligations, regulatory compliance, and contractual disputes, ensuring the client’s interests were effectively protected in complex negotiations.
  • Advising Belgium’s air traffic control authority on critical public procurement procedures, including procurement strategies, tender documentation, and award processes, and successfully defending the authority in diverse legal proceedings.
  • Handling commercial disputes, including representing a leading independent provider of ground handling services, operating across 53 airports, in litigation over licenses granted to competitors for ground handling services at Brussels and Ostend airports.
