Pete Young is an Associate in the National Security and Global Trade practice group at DLA Piper, where he advises a diverse range of clients on matters related to U.S. export controls, including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), the Defense Counterintelligence and Security Agency (DCSA) and Foreign Ownership, Control or Influence (FOCI), global foreign direct investment (FDI), and the Committee on Foreign Investment in the United States (CFIUS).

Pete has extensive experience advising U.S. companies and foreign investors on DCSA, ITAR, EAR, FDI, and CFIUS related compliance and risk management, registrations and license applications, investigations and voluntary disclosures, facility security clearance submissions, regulatory filings and government review processes, and designing and implementing national security mitigation agreements. Pete also assists U.S. companies with corporate compliance programs, strategic planning, and foreign affairs.

Pete represents clients in the aerospace and defense, cybersecurity, telecommunications, chemical manufacturing, biotechnology, agriculture, and energy industries, among many others. Pete has helped numerous government contractors navigate complex matters involving, for example, advanced composites and nanotechnology, weaponry and munitions, space launch vehicles, stealth and hypersonic technology, lasers, sensors, optics, drones, robotics, and exoskeletons, as well as intelligence collection and targeting platforms and software.

Prior to joining DLA Piper, Pete served as an Associate at a top ranked international law firm, advising clients on global FDI and CFIUS related matters. Prior to that role, Pete worked in the Regulatory and Legal Services group at a "Big Four" consulting firm and concurrently served as a Policy Advisor for CFIUS at the U.S. Department of the Treasury. Pete has also previously held roles in the National Security Division at the U.S. Department of Justice, the Office of General Counsel at the Office of the Director of National Intelligence, the Division of Corporation Finance at the U.S. Securities and Exchange Commission, the U.S. Attorney’s Office for the Middle District of Pennsylvania, and the National Security Affairs Office at the White House.

Prior to his legal career, Pete served as an intelligence officer in the U.S. Army and deployed to Afghanistan. Pete maintains an active pro bono practice advocating on behalf of military veterans.
