Victoria Rogers is a Projects lawyer, with a particular focus on large-scale energy and infrastructure projects, including defence work. Victoria has experience advising both private and public sector clients, including on procurement matters.

EXPERIENCE

  • Advised the UK Ministry of Defence on the GBP1.61bn Fleet Solid Support ships programme; a procurement of three new support vessels to support the Queen Elizabeth and Prince of Wales aircraft carriers.
  • Advising Birmingham City Council on the procurement of new long-term services for highways maintenance PFI (2023). A major complex, multi-stage variation and restructure including the termination of the main contractor, procurement of a replacement contractor and exit of the senior lenders.
  • Advising Northern Trains on the procurement process to acquire new rolling stock fleet of trains. Work has included drafting procurement tender documents, including relating to complex and technical aspects of the assets to be procured, such as convertibility from diesel engine to electric battery fuel.
  • Advising Department for Transport on major variations to the M25 PFI Project and other complex, long term road projects.
