Garrett Kral is an attorney licensed in Washington, D.C., and a member of DLA Piper’s Regulatory and Government Affairs Practice Group. Garrett’s practice focuses on environmental law and includes regulatory counseling, enforcement defense, and complex civil litigation.

Garrett has developed an expertise working with clients in the manufacturing and industrial sectors on matters arising under the Clean Air Act, Clean Water Act, Administrative Procedure Act, and other similar statutes.

EXPERIENCE

  • Represents a global tire company in first-of-its-kind Endangered Species Act litigation against the tire industry regarding the use of an anti-degradation chemical, 6PPD, in tires
  • Represents chemical manufacturing and medical device companies in matters relating to the use of ethylene oxide for sterilization of medical equipment under the Clean Air Act
  • Advises data center clients on matters arising under the Clean Air Act including New Source Review and Title V
  • Represented oil and gas companies in major Clean Air Act rulemakings at U.S. EPA
  • Defended automobile manufacturers and agricultural technology companies in response to U.S. EPA and U.S. DOJ enforcement actions under the Clean Air Act, Resource Conservation and Recovery Act, and the Comprehensive Environmental Response, Compensation, and Liability Act
  • Represented an agricultural technology company in data compensation arbitrations under the Federal Insecticide, Fungicide, and Rodenticide Act
  • Drafted legislation for electric utilities and manufacturing companies on topics such as climate change, wildfires, and Carbon Capture, Utilization, and Storage. Built and advanced coalitions to advocate for clients before Congress and the White House
  • Obtained a Congressional Gold Medal for Vietnam War Veterans

Prior Experience

Prior to joining DLA Piper, Garrett was an attorney in the Administrative Law Group of another international law firm where he also practiced environmental law.

Garrett has significant experience working in the federal government. He served as a judicial law clerk on the U.S. District Court for the Middle District of Florida, worked as a Special Advisor for Oversight at the U.S. Environmental Protection Agency, and served as Counsel for Oversight & Investigations on the U.S. House of Representatives’ Committee on Natural Resources. During law school, Garrett worked as a Legal Fellow on the U.S. Senate Environment and Public Works Committee.
