DLA Piper welcomes Diana Kelley as a principal in the Telecom Practice
DLA Piper is pleased to welcome Diana Kelley as a principal in the firm’s Telecom Practice. She will be based in the Washington, DC office.
Ms. Kelley most recently served as the Satellite Policy, Spectrum and Regulatory Affairs Manager at SpaceX, a US astronautics company in Washington, DC. In that role, she led Starlink’s international satellite and spectrum policy globally, with a focus on European Union and North Atlantic Treaty Organization countries. Her responsibilities included negotiating spectrum access and favorable licensing requirements for non-geostationary satellite systems and drafting advocacy pieces to promote the company’s policy positions.
She has extensive experience leading cross-industry projects between satellite and terrestrial operators, including coordination discussions and supporting satellite-to-cell partnerships with mobile providers. With a strong network in the satellite and telecommunications world, Ms. Kelley also has experience engaging with national regulators to license and promote low Earth orbit satellite systems, creating and executing lobbying strategies, and working with industry partners to pursue revenue-generating business opportunities, both government and commercial.
