Dr Sharon Fitzgerald is a senior partner with particular experience advising public and private sector clients on major infrastructure projects, PPP projects and a range of complex commercial contracts across a variety of sectors.
Sharon has advised the governments of Afghanistan, the UK, Scotland, Wales, Timor-Leste, North Macedonia, Ghana and Zimbabwe, various other regulated entities, and private sector clients operating in a multijurisdictional environment who are contracting with governments and regulated entities. She has advised on Government reform and institutional State building, including drafting primary and secondary legislation (together with guidance and template documentation) across a range of topics.
Sharon drafts and negotiates PPP contracts (including concession, BOT, ROT and DBFO models), construction contracts, equipment and plant supply contracts, services contracts and operations and maintenance contracts.
With over 20 years' procurement experience (EU directives, EBRD requirements and World Bank requirements), Sharon has advised government clients on procurement strategy and the structuring of procurement competitions. She has drafted tender documents, evaluation methodologies and has evaluated tenders, and advised private sector clients on tendering strategy and tender submissions.
