Carolyn Clarkin focuses her practice on energy regulation and project finance. Carolyn joins DLA Piper from the Federal Energy Regulatory Commission (FERC) where she advised FERC Chairmen, Commissioners, and program offices on a range of energy regulatory matters, including natural gas pipeline infrastructure and rates, LNG authorizations, oil pipeline rates, hydropower licensing and compliance, electric reliability, cybersecurity, and electric market-based rates.

EXPERIENCE
Carolyn’s notable energy regulatory experience includes:
- Representing shippers of natural gas on interstate natural gas pipelines in natural gas pipeline rate and tariff proceedings before FERC.
- Advising interconnecting solar and wind developers regarding generation interconnection procedures.
- Preparing annual FERC compliance filings for an underground natural gas storage facility operator.

Prior Experience
Prior to joining DLA Piper, Carolyn held several high-level positions advising multiple FERC Chairmen and Commissioners.
Before advising FERC Chairmen and Commissioners, Carolyn was a lawyer in the FERC Office of the General Counsel – Energy Projects, where she advised FERC program offices on natural gas pipeline and LNG infrastructure and hydropower licensing and compliance.
