EXPERIENCE

Carolyn’s notable energy regulatory experience includes: 

  • Representing shippers of natural gas on interstate natural gas pipelines in natural gas pipeline rate and tariff proceedings before FERC.
  • Advising interconnecting solar and wind developers regarding generation interconnection procedures.
  • Preparing annual FERC compliance filings for an underground natural gas storage facility operator.

Before advising FERC Chairmen and Commissioners, Carolyn was a lawyer in the FERC Office of the General Counsel – Energy Projects, where she advised FERC program offices on natural gas pipeline and LNG infrastructure and hydropower licensing and compliance.
