Rachel Toker has more than 20 years of experience in commercial and multi-family real estate transactions, public-private partnerships, the revitalization of underserved areas, and sustainability initiatives, with an emphasis on green building development, environmental site design, green leasing, solar leasing, and building performance standards. Rachel represents real estate developers, landlords, corporate tenants, equity investors, governmental and quasi-governmental entities, and non-profit organizations across a range of real estate and ESG matters. Rachel also advises emerging businesses on strategies for entering voluntary carbon markets and monetizing GHG emissions reductions. Rachel is a member of the Real Estate Group and the Carbon and Sustainable Development Goals Technology Practice at DLA Piper.
In addition to her work at DLA Piper, Rachel is also a Lecturer in the Masters of Professional Studies – Real Estate Program at Georgetown University, teaching real estate law, sustainable development, and business ethics. Rachel also founded Urban Ecosystem Restorations, a non-profit organization focused on working with the private sector to include restored natural landscapes and green infrastructure in private development to achieve sustainability goals. Rachel is a LEED Accredited Professional.
Rachel previously provided legal and consulting services to the Redevelopment Authority of Prince George's County, Maryland. She worked in the Office of Chief Counsel in the Economic Development Administration (within the United States Department of Commerce); was in-house counsel for the Anacostia Waterfront Corporation in Washington DC, a public entity that implemented the Anacostia Waterfront Initiative Framework Plan (a US$10 billion plan that included the redevelopment of the Capitol Riverfront, Southwest Waterfront, Poplar Point, and key locations within Wards 7 and 8 of the City); and was an attorney in the Real Estate Section of the Office of the Attorney General for Washington DC.
