Within days of taking office the new government began to deliver on its pre-election commitment to reform the planning system in England to boost housing delivery and economic growth. While the problems of the current system are clear, will the government's proposals deliver, and what do they mean for the real estate sector? Will they lead to the delivery of the housing we need? Should data centres form part of the DCO regime? Is the 'grey belt' the answer to the long-standing problems caused by Green Belt restrictions?

Gavin Barwell served as Chief of Staff to the Prime Minister from June 2017 to July 2019, during one of the most turbulent periods in British political history. As the Prime Minister’s senior political adviser, he was intimately involved in the conduct of the Brexit negotiations; the development of key domestic policies such as the long-term plan for our NHS and the UK’s commitment to net zero carbon emissions by 2050; and in formulating the UK response to international incidents such as the attempted murder of Sergei Skripal.
