We are honored to have Lieutenant General Charles Hooper, USA (Ret.), Senior Counselor at The Cohen Group, Michael Silva, Managing Director and Senior Advisor at UBS, and Vice Admiral William Hilarides, USN (Ret.), as distinguished speakers who will share leadership insights that translate to winning and success on the field and in business.
Charles Hooper, Senior Counsel, The Cohen Group
Lieutenant General Charles Hooper (Ret.) joined The Cohen Group as a Senior Counselor in October 2020 following a distinguished 41-year military career. He most recently served as the Director of the Defense Security Cooperation Agency (DSCA). In this role, he led the agency responsible for the sale of all US weapons, military equipment, support services, and training packages to foreign governments, which included oversight of 20,000 people globally and over $50 billion in annual sales. As DSCA’s leader, Lieutenant General Hooper built strong relations with officials from allied nations around the world — not just defense officials, but with leaders from foreign ministries and finance ministries as well, among others.
In addition to his work with The Cohen Group, Lieutenant General Hooper is affiliated with the National Bureau of Asian Research, the Carnegie Endowment for International Peace, and the Council on Foreign Relations. He is also a Senior Fellow at the Belfer Center for Science and International Affairs at the Harvard University Kennedy School of Government, and he serves on the Board of Directors of UL Inc. and the Board of Trustees of The National WWII Museum in New Orleans. Michael Silva, Managing Director and Senior Compliance Advisor, UBS
Mike Silva currently serves as a Managing Director and Senior Compliance Advisor at UBS, after having served for 3 years as the Americas Chief Compliance Officer for UBS. Prior to joining UBS, he was a partner in the financial services regulatory practice at DLA Piper. Mike joined DLA Piper from GE Capital, where he served for 3 years as the Global Regulatory Affairs and Compliance Leader. Prior to joining GE Capital, Mike spent 21 years with the Federal Reserve Bank of New York. He served in a variety of roles at the NY Fed, including as the lead international lawyer, technical advisor to the Central Bank of Iraq after the coalition invasion, chief of staff to Tim Geithner during the financial crisis, and the lead Federal Reserve supervisory officer for Goldman Sachs. Mike is a graduate of Columbia Law School, the Harvard Business School Advanced Management Program and the U.S. Naval Academy. Prior to beginning his legal and financial services career, he served on active duty with the Navy for six years as an F-14A Tomcat Radar Intercept Officer with Fighter Squadron 142 (the “Ghostriders”) flying from the aircraft carrier USS Eisenhower. Mike is a graduate of the Navy Fighter Weapons School (a.k.a “Topgun”).
William Hilarides, Vice Admiral (Ret.)
Vice Adm. William Hilarides graduated from the U.S. Naval Academy in 1981 with a Bachelor of Science in Physics. He holds a Master’s degree in Engineering Management from the Catholic University of America and is a certified Acquisition Professional in the US Defense Acquisition System. Hilarides deployed for almost 20 years on four nuclear powered submarines of three different designs. He commanded USS KEY WEST (SSN 722 from May 1998 to November 2000).
VADM Hilarides entered the Acquisition Professional community in 2002, serving as the Program Manager of the SSGN Submarine Conversion Program, Program Executive Officer for Submarines, and Commander of the Naval Sea System Command (NAVSEA). As NAVSEA, he oversaw a global workforce of almost 70,000 and annual expenditures of over $40B, and was responsible for the development, delivery and maintenance of the Navy’s ships, submarines and warfare systems.
Hilarides received various personal and campaign awards, including the Distinguished Service Medal and the Intelligence Distinguished Service medal. He retired in 2016 after 35 years of service.
Since retiring, he has consulted in Defense, Intelligence and Cyber, Energy, and Health Care. He currently serves as the Chair of the Australian Naval Shipbuilding Expert Advisory Panel, is an Outside Director for CSA, Saildrone and MIND Technologies, is Chair of the Inova Fair Oaks Hospital Safety and Quality Board and is the President of the Naval Submarine League.
