Matthew has advised on new projects and operational issues (including in PFI financed schemes). His experience spans across a wide range of sectors including health, social infrastructure, waste and energy.

Matthew also has experience in advising public sector clients in relation to public contracts procurements, including drafting compliant documentation and assisting clients on a variety of commercial issues.

He also regularly advises clients on finance documentation as part of the operational issues he works on.

EXPERIENCE

  • Birmingham City Council: supporting the strategic development of a revised project and governance structure in connection with the re-procurement of services on the Birmingham highways project. 
  • Greater Manchester Combined Authority: advising in relation to operational issues following the re-procurement of waste management services across Greater Manchester. 
  • St James’s University Hospital, Leeds PFI: advising on matters of contractual interpretation, high value capital and operational variations.
  • Central Manchester Hospital: advising in relation to the GBP450m project, including high value capital and operational variations. 
  • Sellafield Ltd: advising in relation to public procurement issues, including reviewing contractual documentation, providing notes of advice to the client and drafting procurement documentation to ensure procurement compliant processes.
